I’ve been receiving spam emails in my place here in Washington that somebody got a life insurance policy for me, I just place it aside at first but it keeps on coming back, I am curious though if this is true or not.

It could be possible that your parents might have taken the policy without your knowledge or before you were 15 yrs old. So they really don’t need your signature and come to your knowledge if they don’t tell you about it.
